Inside Exercise Ravitaillement en Vol
The exercise, named Ravitaillement en Vol, brought together three distinct national assets: a U.S. Air Force TC-135 training aircraft, a Royal Air Force RC-135 Rivet Joint, and a French A330 MRTT Phénix tanker. Together, the mission showcased how personnel and aircraft from three separate NATO member nations can function as a cohesive, tightly coordinated force rather than three independent operations sharing the same airspace.
The achievement went beyond simply proving that a tanker and receiver aircraft from different countries could physically connect mid-flight. It opened a formal pathway allowing both American and British RC-135 fleets to draw on a network of more than 30 allied A330 MRTT tankers stationed around the world—significantly extending the range, staying power, and operational flexibility of a reconnaissance capability that NATO relies on heavily.
Why This Matters for the 55th Wing
The 55th Wing, which is responsible for organizing, training, and equipping the U.S. Air Force's entire RC-135 fleet, stands to benefit substantially from this new integration. A Truly Multinational Team Effort
Personnel from several units came together to make the exercise happen, including members of the 55th Wing, the 55th Operations Group, and the Nebraska Air National Guard's 170th Group. They worked alongside counterparts from the Royal Air Force's 51 and 56 Squadrons based at RAF Waddington, as well as members of the French Air and Space Force's 31st Air Refueling and Strategic Transport Wing.
Before the actual refueling mission took place, the combined team spent time on joint planning sessions, simulator training, and detailed mission briefings. Only after several days of this preparatory work did the team execute the primary mission, flying through designated refueling zones over central France.
Clearing the Diplomatic and Procedural Hurdles
Because the mission took place within French national airspace, planners had to navigate a complex web of coordination across American, British, and French diplomatic channels just to secure the necessary flight clearances. This process highlighted a key truth about military interoperability: it takes far more than aircraft that are technically compatible with one another.
Nations also have to align their procedures, communication protocols, chains of command, airspace regulations, and emergency response plans. Building on Earlier Testing in California
This exercise didn't happen in a vacuum—it drew directly on flight testing conducted back in October 2023 at Edwards Air Force Base in California, which involved a Royal Australian Air Force KC-30A tanker working with a U.S. Air Force RC-135. One member of the 170th Group who took part in that earlier test later played a role in planning the French integration exercise.
Because the Australian KC-30A and French A330 MRTT Phénix share close design similarities, planners were able to apply data and lessons learned from the Edwards testing directly to the foundation of the June exercise in France. This continuity illustrates how allied nations can take knowledge gained through flight testing and translate it into genuine operational capability shared across multiple countries.
Strategic Value Across Multiple Theaters
Expanding the tanker network available to RC-135 operations gives both the United States and United Kingdom significantly more reach, staying power, and freedom of action across various regions of the world. A more distributed support network also reduces the risk of over-relying on any single nation, tanker fleet, or operating base—meaning commanders can maintain intelligence, surveillance, and reconnaissance coverage even if access to one location becomes limited or unavailable.
This added flexibility carries real strategic weight. Along NATO's eastern flank, having access to additional tanker support could allow RC-135 crews to remain on station for longer stretches, strengthening the alliance's capacity to track emerging threats and deliver timely intelligence to decision-makers.
In the Indo-Pacific region, where vast distances complicate nearly every operation, that same kind of integration could extend how far ISR aircraft can reach, how long they can stay airborne, and how quickly they can respond to developing situations.

Beyond its immediate operational value, the exercise also created new opportunities for more frequent, regionally based training alongside allied tanker crews—an outcome that boosts readiness across the broader RC-135 community. For the Royal Air Force in particular, gaining expanded access to French and other partner refueling aircraft could mean more frequent training opportunities, faster development for aircrews, and added flexibility when it comes to maintaining advanced flight qualifications.
A Repeatable Model for Future Cooperation
Going forward, all three nations plan to apply lessons learned from Ravitaillement en Vol to refine shared tactics, techniques, and procedures, effectively creating a template other multinational integration efforts can follow. Each successful exercise like this one reduces friction and shortens the distance between initial coordination and actual execution when real-world operations demand it.
The Bigger Picture: Allied Strength as Force Multiplier
Perhaps the most significant takeaway from the exercise is what it demonstrates about the value of allied partnerships.
